a new, FENCED prison (to host a lousy 1k prisoners. So WHAT will they DO with the 100,000 guys that they can no LONGER leave in unfenced CAMPS, hmm? Even just building fences around the camps is a very slow, expensive job, and it's VERY inefficient, cause the camps only house 200-400 prisoners. :-)
