The police are no different than any other segment of the population. There is a group within that population that will go the extra mile and train to higher standards than the rank and file. There are departments that have higher standards than others.
I know of two cities where they have very high training standards when it comes to firearms. They also have in department competitions to keep the training enjoyable and that have a very generous ammo allotment for training purposes.
They make good use of FATS (including one that shoots back with paint balls), live fire at the range, and time in a shoot house.
I have no doubt that some areas have really deficient programs. I also know that many areas have excellent programs.
Typically only the deficient ones make the news, thus skewing the public's perception.
But given your hatred for the police - after all, it's their fault you went to jail, I'm not surprised at your rant.
But I do find it ironic that you call them bumbling, yet they caught you how many times? To be caught by bumblers must make one even less than a bumbler.
That's a downer.

Chandler, AZ is the one I'm most familiar with. I have also heard that Tempe (AZ) also has pretty high firearms stds.

Without geting too specific;I will say that armor(at least the old Kevlar)does not always compensate for inefficient movement or condition.Within an arms reach it still becomes "Anything Can Happen Day"in a heartbeat.

Of course it doesn't.
On another board, before getting booted, a similar rant was posted about why cops shouldn't get body armor, etc. (I guess it's not fair if they have an advantage over the bad guys...)

Let me guess,, Carguy is yet another incarnation of GK?? or am I mistaken?? Unfortunately Training like everything else in a beuracratic environment, comes down to one thing...The allmighty Dollar. Invariably the first thing to get cut every fiscal year in My Agency is the Training Budget. That said, our range officers really Do try to make things as dynamic as possible, rather than going, shooting our day and night courses, qualling with off-duty and shotgun, and quitting ASAP...Other agencies in my area..do the absolute minimum required bu the State AG, and hope for the best. We've been fighting for the last few years for our own Training facility/range. we have a spot, we have local companies that have already pledged equipment, materials and manpower to construct it at zero cost to the town, and yet our Town Administratos Will NOT sighn off, because he think's that we're going to (get this) Use it TOO much, and shoot too much ammunition, thereby costing the town more... The arguments that extra training reduce the town's liability is just beyond them.

Budgets are always tough, and training is one of those things that suffer. But I'd bet the city attorney wouldn't see it that way. Find out what settling a suit or have a judgement handed out against to the department would cost. Then the training $ don't look as bad.
It all depends on the local politics and what the chief of police personally feels is important.

Believe it or not the Town attoprneys see the opposite..their opinion is, "We havent been sued yet, so we'll adress it when it comes up" (and yes, that is a literal quote).. Our Chief believes in training, and he pushes as much as he can, but his hands are tied budgetary-wise..on the good side, anyone who wants to shoot on their own gan get all the ammo for our duty weapon they want, although the bean-counters have tried to stop that as well.
