The legislation would clarify what mental health records should be reported to the National Instant Criminal Background Check System, which retailers use to determine whether to sell someone a gun. It is a logical means to make it more difficult for mentally unstable people to acquire guns, without trampling on the Second Amendment rights of law-abiding Americans.
