I remember that scene. I recall only like 1 in 4 or 1 in 5 were even issued a rifle. Just a few stripper clips of ammunition.
One thing that struck me deeply was the rifle shortage there but latter. A few years after I saw the movie I was in a LGS that had about half a dozen 91/30 rifles. Looking them over, IIRC, all were hex receivers and late 1920's production. Now these may have been arsenal refinished prior to storage. However, not one notice nick dent, ding or the usual telltale patch job on the wood. Or, a little frost in the bores.
So as far as I could tell these sat out the war in some backwater warehouse while people died trying to defend their city with only 25% of the rifles they needed.
Ah the wonders of socialist governments.🙄

They aren't using anything like modern tactics. Their doctrine sucks. Centralized control and removing decision making from the field costs lives. We put way more focus on qualified NCO and Junior Officers than they do. The average western infantry squad can make more decisions than the Russians are allowed to. Coupled with terrible logistics, zero infantry support for armor, and a lack of leadership - it's little wonder they are getting killed.

They also aren't used to effective counter battery. The Ukrainians are getting really good at striking arty and more importantly ammo dumps.

Logistics wins wars.

Which means the lowly preppers attitude towards caching makes even more sense.
