under field conditions, so no, your bolt action CAN'T "out reach' a good 223 autoloader. The better AR's can reliably hit a 10" circle at 700 yds, if the man using it can do same with ANY rifle, that is.
and you DON'T, they get to CHOOSE whether or not to fire, you WONT, and they dont TRUST their guys to not screw up with a light, crisp trigger pull on an auto rifle. The military's reasons for doing things RARELY make any sense for just the GETTING of the job done.
