It's not that they can't, but that they won't. Real Americans don't run the USA, the globalists do.
I treat the US FedGov with caution, much the same way I'd react walking through a forest that I knew had tigers in it.
I many ways the US FedGov, in it's current form, is like a ferocious tiger with a malignant tumor. It will die in due course, to be replaced by something else, something healthier. Not much you can do to speed it up without seriously endangering your life. Nothing at all you can do to slow it down or stop it; the cancer is systemic and it will run it's course. However, if you get in it's way before it dies, it can still tear you to shreds.

Goonkid, you're the only one who is afraid of "big brother", because you've been rolled by him plenty of times (without doing ANY fighting back, so don't bother pounding your chest about what a "freedom fighter" you are).
