Alan Alda plays a US president who's falling in the polls so he needs to distract the America public. So, he tries to instigate a war - with Canada (they are close and convenient). They call it 'A Line in the Snow'.
At one point the ultra-patriotic American milita guys, whipped into a frenzy by the news and the President's rhetoric, are on their own private raid into Canada, in a stolen Canadian garbage truck that they spray painted in anti-Canadian graffiti, when a Canadian cop (Dan Ackroyd) pulls them over. They are sweating bullets, but he simply writes them a ticket for having their graffiti only in English and not bilingual in French as the law requires.
