This is all with the assumption that the balloon doesn't detonate while being filled up or while you're attaching the string. And a truckload of (any) compressed gas needs to be marked as such, and you will definately require a hazmat liscence. Drive down the road with a unmarked truck full of pressurized and flammable gasses, and you'll be pulled over and arrested before you get 100yds down the road.
