Cut off the water supply to the tower. Then, use a TIG. Place the piece of metal over the perforation and TIG weld it in place.

uhhuh, and power the Tig with WHAT,

dummy? meanwhile the town has no WATER, fires start, entire system has to be considered "contaminated" drinking water has to be boiled for 3 days, etc. What prevents the SAME holes appearing in the tower, the NEXT night, dummy? Or the guards being silently shot, hmm?

TIGs are powered by a portable gasoline generator, and the water doesn't need to be boiled, that's what treatment facilities are for. Fire engines also have internal supplies of water which will last long enough for the water tower to be repaired.

of tower HOW, twit? You get those power lines up there HOW fast, twit? The tanks been drainiing all NIGHT. ANY "breech" of the sytem MUST be treated as a source of "contamination", twit. Without water FLOWING thru the pipes, bacteria and other disease sources start growing. they are ALREADY present, ya know. The water treatment plant is at the OTHER end of the chain, dummy. The water trucks have to be able to be RESUPPLIED. a few fires set, and the existing tanksful on the trucks will be GONE. :) In the first place, you are stupid and ignorant. In the second place, you are trying to catch up, in an hour, with stuff I've thought of for 20 years. :)

Easy...

...you leave the generator on the ground and run the cable to the gun. As for contamination, the contamination is unlikely to exceed FDA standards, even so, must people don't drink tap water, and the water would still be suitable for bathing purposes. All tap water contains flouride and chlorine for reasons such as what you have described. Particulate matter would be filtered out at the tap, if the home didn't already possess a filter where the water enters the home.
