In the first place, you should be firing MULTIPLE rds at any attacker, as fast as possible. The odds are VERY low that more than one of the rounds will strike the arm, ya know. So are the odds that "deep penetrating" rounds will suffice. Those sorts of handgun ammo are PROVEN poor manstoppers. Yes, the guy DOES die from such hits, 10-60 seconds LATER. that's NOT a stop of his attack, however.
