The pistol is more fun, more sporting, more relevant for training newbies and hunting, the canned rifle is far more efficient for foraging and fighting. The pistol is many times more likely to be PRESENT, when a gun is needed for defense, than ANY longarm, in "normal times". So time and money spent on the shotgun is just subtracted from what can be spent on the FAR more relevant pistol.
