Honestly, at this point I would rather leave that decision in each person's own hands. Everyone here has the capability of putting another user onto their IGNORE list, which will completely block anything they say from being visible to them. You wouldn't need moderators on any of the forums that way, and people could post about real topics without having to sift through his spam.
