is Why Cooper INSISTED that we use the ballistic pendulum to MAKE guys compete with at LEAST 9x19 levels of cartridge power, and why the target-scorings are set up to favor the .45 "major" caliber loads, in IPSC. Nowadays, the "power" needed to "make major" is so wussy that the 5" 9mm can make it easily,by using 158 gr lrn ammo. All they need to attain is 1050 fps, and that's easily done, with AA#7

so the claim about the "power meter"

being used in SWPL, prior to them adopting IPSC standards (fall of 1976) is just a flat out lie. Mike Harries brought the pendulum to the Columbia Conference, in May of 1976, so that we could all see it in use, and therefore, reach agreement as to make it our testing standard, for IPSC's required pistol power levels. SWPL was letting guys use .38 wadcutter loads that were so light that the bullets would not even imbed themselves in a pine board.
