Moreland never shot at anyone who was chasing him, but he still lasted 13 years, even tho his tearing down of phone lines (between fire towers) P/O'd the locals pretty badly. They went after Moreland because he was a parasite who lived off of fire cabin and watchtower supplies and then left a sub-human, filthy mess. When they finally decided to track him down, it took some effort, but they DID catch him.
